‘Havo, vwo (any profile), mbo4-diploma. Comparable diploma, e.g.: German Fachhochschulreife or Abitur (algemeine Hochschulreife), British GCE A-levels, French Baccalaureat, American High School (incl. a college preparatory programme) or secondary business education.
